Challenging Behavior Information

Reporting Challenging Behavior, Bullying, or Harassment

Windsor Locks Public Schools is committed to providing safe, supportive, and welcoming learning environments for all students.

Students, parents/guardians, and school employees may report challenging behavior, including alleged bullying, cyberbullying, harassment, physical aggression, teen dating violence, or other behavior that negatively impacts school climate or interferes, or is at risk of interfering, with the learning or safety of a student or school employee.

What Is Challenging Behavior?

Challenging behavior is behavior that negatively impacts school climate or interferes, or is at risk of interfering, with the learning or safety of a student or the safety of a school employee.

Bullying is defined as unwanted and aggressive behavior among students in grades K–12 that involves a real or perceived power imbalance.

Reports may involve behavior that occurs:

  • On school property
  • At a school-sponsored activity
  • On a school bus
  • On the way to or from school
  • Through electronic communication, the internet, or social media
  • Outside of school when the behavior negatively impacts the school environment

How Do I Make a Report?

Reports should be submitted using the district’s Challenging Behavior Reporting Form.

Students who wish to submit a report anonymously may also use the anonymous reporting option available through the digital form.

You may also contact your school’s School Climate Specialist for assistance completing a report.

What Happens After I Submit a Report?

Submitting a report begins a review and assessment process. The school must gather enough information to understand what occurred and determine the appropriate response. Depending on the circumstances, this may include speaking with students, staff, witnesses, and families; reviewing available information; and considering whether additional school procedures apply.

A Note About Student Privacy

Windsor Locks Public Schools understands that families want to know how a concern has been addressed. At the same time, federal student privacy laws protect information about individual students.

For this reason, the district may explain the steps taken to address a reported concern, but cannot provide confidential information about another student, including specific disciplinary consequences or other protected student information.

When challenging behavior occurs, our priority is to:

  • Ensure the safety of students and staff
  • Understand what occurred
  • Prevent the behavior from happening again
  • Hold students accountable when appropriate
  • Repair harm and relationships when possible
  • Provide supports to students who need them
  • Help students successfully remain or reintegrate into the school community

Our response is grounded in the district’s School Climate Policy, 5131.911, and its commitment to restorative practices, positive relationships, accountability, and safe and equitable learning environments.
